The CIA Station in Lebanon outed and exposed....

The CIA in Lebanon has been receiving serious blows by Hezbollah for months now. The blows started by Hezbollah's public disclosure of arresting CIA agents within the organisation. The U.S. acknowledged in media reports that its networks in Lebanon have been seriously crippled by the Lebanese Hezbollah who managed to infiltrate the network through double agents. On Friday night, Hezbollah published a full account of the CIA activity in Lebanon, along with the names of four agents. Below are the details of the CIA activity in Lebanon:

The head of the CIA Beirut station is Daniel Patrick Mcfeely (born, 29-06-1966); his predecessor is Louis Kahi (mission ended in 2009). The station is based in an independent building inside the U.S. embassy compound in Awkar, and the CIA officer team is composed of ten personnel, both sexes, all of which enjoy a diplomat status (protected by international law). Hezbollah also names three officers:

1. Rosendo Cedano (Latino name. The CIA prefers Latinos as they have the Middle Eastern look and could blend in easily).
2. Chuck Lisenbee. (This guy is from Asheville, North Carolina. He graduated from Roberson High School, famous for graduating the U.S. admiral Robert Cox, in addition to other athletes and basketball players. He has a Facebook profile, on which he like the Lebanese Restaurant Munir in Brumana, Lebanon, and where he changed his profile picture five times recently).
3. Sarah Getter. (I found a profile on Facebook and my space, but I think it is for someone else with the same name)

All of these officers serve for a term of three years in Beirut; the long term officers who spend long fixed tenures are ten. But other officers spend lesser time, and are dispatched in "missions", sometimes for weeks or months.
The two CIA station heads named by Hezbollah are:

1. Louis Kahi (-2009). Louis has a
public shipment order online, from an address in Baltimore to the U.S. Embassy in Beirut, through Napoli port.
2. Daniel Patrick McFeely (2009 onwards). This officer's name is very common on the Internet, there were about three people with public profiles with that name (one of them is an ex U.S. military officer and a contractor, might be him).

The CIA Lebanese network: the Local agents

The CIA ten officers established throughout the past decades a very wide network of local agents whose numbers reached one thousand (a large number in a country whose populations stands at 4 million). The network included the different strata of society, like Government officials, members of the security services and the army, members of political parties, individuals working in the health sector, NGOs, politicians, journalists, Banking sector employees, academics, public personalities ...etc. They also recruited agents in Hezbollah and other movements resisting Israeli occupation.

Recruitment Process

After recruiting an agent, the CIA officers invite him to the U.S. embassy's compound in Awkar where they escort him to the agency's building. At the building, or "stations, as the CIA calls it, the agent goes through extensive debriefing during which they evaluate his/her potential. They prepare a detailed file, and then they look at the agent's capabilities and information capacity or potential. This evaluation relies on his social network and acquaintances, as well as the extent of his knowledge of his professional and residential environment. Following this debriefing and evaluation, they start "handling" the agent outside the embassy according to a schedule of meetings with the handler. The frequency of these meetings, weekly or biweekly or monthly, depends on the agent's "productivity" and information (already evaluated during the initial phase).
The meetings between CIA officers and their agents are held in public places, usually American chains like Starbucks, McDonald's and Pizza Hut. Sometimes, the meeting takes place in the CIA handlers U.S. embassy car. The officers drives around public places until the meeting is over. (I have seen U.S. embassy cars in Beirut, the windows are black screens, you cannot see whose inside. The only security issue lie in the pick up and drop out stops).



Corruption

During interrogation with The CIA's local agent, it turned out that their handlers asked them to sign receipts of payments much more than they've received. They were also routinely asked to sign blank payment receipts, which gives the CIA officer the option of adding a number of his choice. It seems they made an awful lot of money.

The type of information

What kind of information was the CIA looking for? Every piece of information on Hezbollah they could their hands on. The names of members, their phone numbers, any news on their financial problems, their addresses, the schools which their children attend, the names of Hezbollah officials in villages and towns, and the weapons that they carry around. The CIA also collected information on rocket storage facilities, and also on known cadres who are chased by the Israelis for assassination.

The CIA as a consultancy for Israel

The most important bit of the disclosure is the fact that the CIA was Israel's consultancy in Lebanon. They were collecting information on behalf of the Israelis. During the July 2006 bloody Israeli war on Lebanon, the CIA used the U.S. embassy and its Lebanon network to monitor Hezbollah's movements. They were giving the Israelis all the on-the-ground information available to the CIA. Some of this information led to targeting civilian buildings and other installations by Israeli aircraft. The CIA also requested detailed information on all Hezbollah's institutions including their health, social and financial establishments.
The CIA has also linked some of its sources/agents to the Israel's Mossad agency to fully serve Israel's security agenda.

The CIA has been using the Retiree Activities Office (RAO) position in Lebanon, and other similar staff positions at U.S. embassies as a platform for clandestine work that includes information gathering on Hezbollah and other "unfriendly" organisations. We have compiled new information on the activities of the CIA in the Middle East, from Wikileaks and other sources. (We had already published a long account based on the information revealed by Hezbollah on the agency's activity in Lebanon All - of which have been documented in part I of our series).

We have examined a large number of Embassy cables, and have found one, in which Louis Kahi, named by Hezbollah as the former CIA station chief in Beirut (till 2009), uses the acronym RAO as an official title (Michel Sasson, the ambassodor is the CDA, Charge D'Affaires. According to its
website, the Retiree Activities Office (RAO) "provides current information and assistance to military retirees, their dependents and survivors who reside in the local RAO area of responsibility and coordinates retiree volunteer assistance to many base organizations". I am not sure if they would be happy about that.

The Wikileaks cable has provided the following information on Kahi:

I am wondering how many U.S. military retirees live in Lebanon. Of course, none! Has the CIA run out of imagination to use a defunct title for its operatives?

Chuck Iisenbee

A series of Wikileaks cables from the Khartoum embassy where Chuck Lisenbee worked under the title RSO (Regional Security Officer). The U.S. embassy in India states that "the RSO office is comprised of a number of elements, including Special Agents of the State Department's Diplomatic Security Service, a team of investigators, a Residential Security Coordinator, an ID Unit, a uniformed guard force, the Marine Security Guard Detachment, and
bodyguards".

According to a Khartoum diplomatic
Cable, the U.S. embassy team that included Lisenbee, worked on establishing a U.S. platform in Darfur for Aid and "other purposes" including buying influence and "project USG policy and political influence into this conflict zone that threatens regional stability":

"During January 10-12, a USG team travelled to Nyala and El Fasher, Darfur. The team consisted of RSO Chuck Lisenbee, USAID's Chief of Overseas Management Services Beth Salamanca, USAID Sudan Construction Manager Bill Cherry, and USAID/OFDA Sudan Country Representative Sureka Khandagle. The primary purpose of this visit was to develop a plan that would immediately move forward the development/construction of a USG Darfur platform. The team assessed current USAID and Embassy facilities, identified an interim facility in El Fasher for further review and development, and identified land in El Fasher suitable for a more robust, long-term platform. Following this assessment, the country team received a briefing on next steps.
¶4. On January 14, the USAID Mission Director, OFDA Country Representative and USAID EXO met with the DCM, RSO and Management Officer to develop a 90-day plan for moving the Darfur platform forward. The immediate objective of the 90-day plan is to allow (a) consistent oversight and management of USAID's $500 million dollar humanitarian program in Darfur; (b) project USG policy and political influence into this conflict zone that threatens regional stability; and (c) establish a more secure base of operations for further platform development".

Another Lisenbee
Cable showed Security Profile Questions on Sudan. Lots of information there, which tells you about the nature of his work, but I found this bit interesting:


"D. Are the intelligence services professional and capable of deterring terrorist actions? Yes, The Sudanese National Intelligence and Security Service (NISS) in Southern Sudan is made up of 90% Southerners and 10% Northerners. It is the only post-CPA institution in the South and coordinates border control efforts with other related security agencies in the South with NISS efforts in the North. Particular effort is exerted on following Somali extremists into Sudan and their activities in the South. E. Have the intelligence services been cooperative with U.S. Embassy requests for information and support? Yes, NISS has reached out to the USG for support in its efforts to monitor borders and has offered up information on extremist activities upon request. F. Assuming there have been significant terrorist threats in recent years, have host country security services been able to score any major anti-terrorism successes? Yes, but this information is sensitive and compartmented"
(Sensitive and compartmented? Now, we know what that means: "Check back with Langley. Best, Chuck").

Lisenbee's work on Hezbollah goes way before his Lebanon posting. In Khartoum, where he was giving assessments of local security capabilities and its cooperation, Lisenbee provided information on Hezbollah, Hamas, and Islamic Jihad activity in Sudan. Notice this bit: "Hizbollah: There may be Hizbollah fundraising and support activities in Sudan, but we have no knowledge of operational activities"

In this
cable, he has an email address and phone numbers, I wonder whether they still work. In another cable, Lisenbee deals with a phone threat to the U.S. embassy in Khartoum. Very interesting read there.

Chuck Lisenbee was stationed in Tanzania, where there was no mention of him. Remember in 1998, the U.S. embassy was bombed, and I figure he served there in the aftermath. According to a Peace Corp Volunteer who lived in Tanzania during Chuck Lisenbee's service there, the latter had a "crazy American-style house" and that it contained "strange electronic gadgets". This friend of Chuck posted a gallery of photos about his trips to Tanzania, we do not have permission to publish them, but our favourites are him killing a
chicken and messing with Lesenbee's equipment.

The wife of Dan Mcfeely, the exposed CIA chief in Beirut, was a U.S. diplomat in Iraq, where she featured in a photograph (below) with General David Petraeus, the Central Intelligence Agency's current director, and her fellow Alumnus at Princeton University. Petraeus and Mcfeely (the wife) are both Princeton university Alumnus, only two decades apart (graduated in 1987 and 2007, respectively). Hezbollah had exposed four CIA agents out of Ten, including one spy woman, Sarah Getter, but implied that there were more by saying "some are women". So is Mcfeely's wife the second CIA spy woman stationed in Beirut?

The C.I.A. has been know for employing couples, husband and wife. Sometimes, and while the husband deals with the male figures, the wife keeps her eyes and ears open in parties and social meetings. In the memoirs of one "CIA wife", she states “We lied about our husband’s jobs, stalled inquisitive policemen, befriended minister’s wives, kept our ears open at parties, deflected the children’s questions, and worried in silence alone. We were the CIA wives. You never knew us”. Another CIA couple are the Baers, Dayna (a shooter!) and Robert (an operative); they have written a book called The Company We Keep on their Mr. and Mrs. Smith experiences working for the CIA). Now, we have a new couple, their names came fresh from the oven, maybe raw, as Hezbollah has exposed their names two years after they arrived in Beirut. Mcfeely, as you have noticed from the photo, was based in Iraq until recently, probably 2009, when Mcfeely became the Beirut Station's chief. (check our two part guide below for the full CIA story in Lebanon). According to a State Department Directory, Mrs. Mcfeely is also an Economic/Commercial officer in Beirut's embassy. But a Daily Star story quoted her as the Vice Consul.

بعد أن كشفنا في الجزء الأول من يوميات المخابرات الأميركية في بيروت عن وثيقة تؤكد وجود الرئيس السابق لمحطة التجسس الأميركية لويس كاهي على الأراضي اللبنانية، وعرضنا بوليصة شحن تؤكد بأنه يمتلك شركة باسمه الشخصي ومقرّها السفارة الأميركية في عوكر، وبعد أن كشفنا اللثام عن صورة الرئيس الحالي لمحطة التجسس دان ماكفيلي وزوجته اندريا وتعدد أدوارها، نستكمل في الجزء الثاني عرض المزيد من الحقائق عن المخابرات الأميركية في لبنان، ونجيب على الأسئلة التي سبق وطرحناها: كيف يمكن فهم تعدد أدوار اندريا ماكفيلي؟! ما علاقتها بالجنرال باتريوس؟ من هو تشاك لايزنبي؟ ومن أي بلد طار إلى لبنان وما الذي اقترفه بحق اللبنانيين؟ ما علاقة السفيرة الأميركية مورا كونللي بمجموعة التجسس؟ ولماذا عيّن الأمين العام للأمم المتحدة ديريك بلامبلي ممثلاً شخصياً له في لبنان؟

اندريا ماكفيلي .. الجاسوسة التي لم يكشف عنها حزب الله؟

ما يثير الريبة في اندريا ماكفيلي هو تعدد الأدوار التي لعبتها بين العراق ولبنان، فعدا عن أنها زوجة رئيس محطة التجسس الأميركية في عوكر، تبيّن لنا بعد المتابعة الحثيثة للسيدة ماكفيلي بأنها لعبت دورين في العراق ومثلهما في لبنان! ففي العراق وفي خبر وزعته "الحركة الوطنية الكلدانية" عن اجتماع لها مع مسؤولين في السفارة الأميركية عام 2007، ورد ذكر اسم اندريا ماكفيلي من ضمن الوفد الأميركي بصفتها "مسؤولة الشؤون السياسية" في سفارة بلادها.

وفي خبر آخر نشره موقع نائب الرئيس العراقي طارق الهاشمي في 25/2/2009، عن نشاطات مكتب حقوق الإنسان التابع لـنائب الرئيس، يبرز بوضوح اسم اندريا ماكفيلي كـ"مسؤولة مكتب حقوق الإنسان في السفارة الأميركية".

انتقلت ماكفيلي مع زوجها إلى لبنان في صيف العام 2009، كما أسلفنا، فإذ بصحيفة "ديلي ستار" اللبنانية تنشر خبراً عن اندريا في 25 شباط 2010 يتضمن مهمتها الجديدة.. عجباً إنها "نائبة القنصل" الأميركي!

وليزيد العجب وترتسم علامات الإستفهام، أوردت "مجلة الجيش" اللبناني في العدد 318 - كانون الأول 2011، خبراً عن استقبالات قائد الجيش العماد جان قهوجي، وأحدها استقبال للسفيرة الأميركية مورا كونللي مع وفد مرافق، ومرّة جديدة تظهر السيدة ماكفيلي، ولكن هذه المرّة كـ"مستشارة أمنية".

والجدير بالذكر هو العلاقة المميزة التي تجمع ماكفيلي مع ديفيد باتريوس، قائد القوات الأميركية في المنطقة الأميركية الوسطى والجنرال ذو النجوم الأربعة الذي قدم إلى العراق أوائل عام 2007 لإخماد نار المقاومة، فهما من خريجي جامعة "برينجستون" فالولايات المتحدة، وعملا معاً لمدة عامين في العراق.

فمن هي في الحقيقة اندريا ماكفيلي وأي دور تلعب فعلاً من الأدوار التي عرضناها؟ أو يمكننا السؤال: هل تقوم واشنطن بتجنيد عملائها وجواسيسها على طريقة الفيلم الأميركي "السيد والسيدة سميث"؟!

الجاسوس تشاك لايزنبي.. ضابط الأمن الإقليمي في السودان

تشاك لايزنبي، اسم آخر كشف عنه حزب الله من ضمن محطة التجسس الأميركية في عوكر، إلا أن هذا الشخص الذي ستتعرفون اليوم على وجهه، ليس جاسوساً عادياً! فالمدعو تشاك لايزنبي كان ضابط الأمن الإقليمي في السودان قبل أن يطير إلى لبنان، وهو ما تثبته وثيقة نشرها موقع "ويكيليكس" وتحمل الرقم KHARTOUM8609 والصادرة في 23 كانون الثاني 2009 عن السفارة الأميركية في الخرطوم، ويرد فيها اسم لايزنبي كـ"RSO" وهي اختصار لعبارة " Regional Security Officer" أي "ضابط أمن إقليمي"، وكلنا نعلم الفارق بين "الاقليمي" و"المحلي"...

وبالتالي فإن دور تشاك لايزنبي لا يقتصر على السودان، بل يتعداه إلى كامل المنطقة، وهذا ما تثبته وثيقة أخرى لموقع "ويكيليكس" موسومة بعبارة "سري" وتحمل الرقم KHARTOUM45909 ، صادرة في 1 نيسان 2009 ومصنفة من لايزنبي نفسه، وتتحدث الوثيقة عن "المجموعات المعادية" للولايات المتحدة في السودان، وفيها شرح عن نشاط حزب الله والجهاد وحماس والقاعدة في السودان، وعلاقتهم مع الشعب والحكومة السودانية.

وبالتالي، لم يعد مستغرباً قصف طائرات العدو الإسرائيلي لقافلة الشاحنات التي كانت متجهة في كانون الثاني 2009 من السودان نحو قطاع غزة! وليس مستبعداً أن يكون للمخابرات الأميركية في السودان وعلى رأسها تشاك لايزنبي دور في هذا العدوان الصهيوني..

سلوك "الضابط المخمور" تشاك لايزنبي

أما عن سلوك جاسوس أميركا في لبنان والمنطقة، فيروي مالك أحد الفنادق في الصيفي-الأشرفية تجربته الشخصية مع تشاك لايزنبي، ويقول: أثناء الإحتفال بـ"عيد البربارة" عام 2010، قدم تشاك لايزنبي مع أصدقائه ومن ضمنهم عنصرين في جهاز أمني لبناني إلى مطعمي وحاولوا الدخول بالقوة من الباب الخلفي لأن الباب الرئيسي كان مكتظاً بالناس، وعندما منعتهم من ذلك، أبرز تشاك بطاقته الشخصية التي تشير إلى أنه "ضابط أمن اقليمي". هددوني وقالوا ضاحكين اني ارتكب خطأً كبيراً وأنه لن يسمح لي بالسفر إلى الولايات المتحدة، ولكنهم لم يكونوا على علم بأني أحمل الجنسية الأميركية. بعد ذلك غادروا المكان ليعودوا بعد 15 دقيقة برفقة مسؤول في مخفر في المنطقة الذي طلب مني بأن أغادر مع الشرطة.. وفي نهاية المطاف لاحظ المسؤول بأن اقتياد صاحب فندق إلى مركز الشرطة لرفضه دخول ضابط أميركي مخمور ليس بالفكرة العظيمة، وغادر الجميع. ويضيف صاحب الفندق: كان علينا أن نكتب رسالتين إلى السفارة الأميركية حتى تجيبنا، حيث قالت بأن تشاك لم يرتكب أي خطأ!

حزب الله هو الهدف ... أم سورية؟

لو جمعنا كل ما عرضناه في الجزئين، وأضفنا إليهم استقدام مورا كونللي من سوريا إلى لبنان، حيث كانت تشغل منصب "القائمة بأعمال السفارة الأميركية" في دمشق، وأضفنا أيضاً تعيين الأمين العام للأمم المتحدة بان كي مون للبريطاني ديريك بلامبلي كممثل شخصي له في لبنان، مع معرفتنا المسبقة بأن بلامبلي كان رئيس "مفوضية التقييم والتقدير" المناط بها متابعة تنفيذ اتفاق السلام الشامل بين شمال وجنوب السودان، ومن أهم بنود هذا الإتفاق كان الإستفتاء حول حق تقرير المصير لأهالي جنوب السودان، والذي أصر بلامبلي عليه وأدى في النهاية إلى تقسيم السودان إلى بلدين. والتسريبات حول مفاوضات بلامبلي مع عمر البشير، والتي أقنع فيها الرئيس السوداني بالموافقة على تقسيم بلده مقابل إقفال ملفه في محكمة "لاهاي" الدولية.

نستنتج بأن واشنطن، تساندها رئاسة الأمم المتحدة، استقدمت من السودان وسوريا والعراق مجموعة من أهم الضباط والجواسيس الاقليميين، وجمعتهم في محطة لبنان، فهل المستهدف هو لبنان؟ وهل يريد بلامبلي نقل تجربته مع البشير إلى الضاحية الجنوبية والتفاوض مع حزب الله حول المحكمة الدولية؟ أم أن المراد هو أن يكون لبنان غرفة عمليات يجتمع فيها ممثل الأمين العام للأمم المتحدة ديريك بلامبلي وخبرته التقسيمية، مع ضابط الأمن الاقليمي تشاك لايزنبي القادم من السودان، والسيدة المتعددة الأدوار اندريا ماكفيلي القادمة من العراق، وزوجها دان رئيس محطة التجسس في لبنان، ومورا كونيللي القادمة من سورية والعالمة جيداً بالشأن السوري، وقائد المنطقة الوسطى في الجيش الأميركي ديفيد باتريوس الذي قام بزيارة خاطفة إلى لبنان أثناء تواجد بان كي مون في بيروت ... وبالتالي استخدام لبنان كغرفة عمليات لإسقاط الرئيس السوري بشار الأسد وتقسيم سورية، في استكمال لما بدأوه في السودان والعراق وأفغانستان من تطبيق عملي لمخطط الشرق الأوسط الجديد؟
